What this means in practice
Reset moves promise big wage or growth jumps at the cost of long retraining, credentials, or a different work identity. The ranking logic deliberately penalizes them so a calculator result does not tell a cashier to become a data scientist as the first answer.
Resets are sometimes right — a File Clerk who genuinely wants healthcare can complete a health-information program. But the tier exists to keep that choice explicit: longer runway, bigger risk, and a need for evidence before committing.
