The estimated share of a worker's existing skills that transfer directly into a transition target role without retraining.

What this means in practice

Skill overlap is the distance metric behind transition suggestions. High overlap means the worker's daily competencies — tools, domain knowledge, work habits — are immediately useful in the target role, so the learning burden concentrates in a small delta.

Dispatchers moving into fleet operations coordination show high overlap: routing, triage, and crew communication carry over directly. Low overlap is not disqualifying, but it pushes a target into stretch or reset territory, where the calculator demands more evidence before recommending it.
